That said, we've had plenty of spambots that make accounts here, make userpages for themselves advertising some shitty product, and then leaving. It's possible one of the admins made it so that new users can't make pages for a couple days/a few contributions to counteract this. I'm not aware of a policy change, but I was sick for weeks until a few days back so I haven't been keeping track.
