	I go on hatena. Hatena will be shuting down on May 31st due to flipnote3d opening on the 3ds over the summer. He probably believed his account itself was banned, not the Nintendo DSI System.(Or maybe after trying to log in again, he found his DSI to not be able to access the app.) And yes, it is possible to Evade a hardware Ban by Formating the System, as all of the data is connected to the Flipnote Studio App which places hardware bans by the Mac Address and Hardware Address which is randomly generated at Boot up and deleted and then regenereated by Formatting.
