Slow in the minds is a cwcism either meaning "stupid" as a kind of insult or how Chris actually refers to the mentally handicapped.

Usage

And finally, after a hard "odd" day, he rides home on a bus, but unfortunately, it had a few "slow-in-the-minds" on it.

It is unclear from this usage,taken from "A Week With Christian Chandler" if he used the term to refer to the mentally handicapped or merely people who had bullied him on the bus.
