Slow in the minds is a CWC-ism used by Chris to refer to the mentally retarded and/or generally stupid people.

Usage

And finally, after a hard "odd" day, he rides home on a bus, but unfortunately, it had a few "slow-in-the-minds" on it.

It is unclear from this usage,taken from "A Week With Christian Chandler" if he used the term to refer to the mentally handicapped or merely people who had bullied him on the bus.
