IRL
No-one knows who Bagget is, so it's possible he's another of Chris's creations, but the way Chris describes him (as "the jerkop of all jerkops") suggests that he is at least in part real.
As it would turn out, Bagget is the name of the officer that arrested Chris.
Fiction
In the comic he is portrayed as the "Jerkop Daitanzen", a sort of strange evil Power Ranger. He is in command of a great number of Jerkops, as well as a giant robot. Mary Lee Walsh seems to hold him in high regard. One of the more successful villains in the comic.
