2.5% is half of 5%. Taxes aren't being cut by "a small fraction", they're being slashed in twain. In economic terms, that's effectively halving the government's income (I know they get money from other sources, but 5% of GDP is their largest contributor), which would destroy, among other things, the military, education, and scientific research in the US.
