Heart level is Chris's measure of his emotional state. Because Chris is not a real person and can't feel human emotions, he thinks it is appropriate to use percentages to show his mood. Its first appearance is his comic in Supepisode 2: The Rise & Fall of My Heart, but he uses it in general conversation as well. The lowest to record is 15% in Subepisode 2.
