Despite his claims that he was "holding back", the emails with Megan disagree, and describe instances of him doing exactly what he says: touching her hair, touching her shoulder, giving her random and unwanted hugs, etc. Even going so far as to cornering her and trying to kiss her. All of these constitute as sexual harassment by law. She must have had the patience of a saint to not report him.
