Some Kazooie ripoff that is somehow involved with the Chaotic Combo. Much like Punchy he is a master of Random Access Humor and often says lines completely unrelated to what's going on.

Flame in Not a Pokemon?
Interestingly enough in his introduction Flame remarks that he is not a pokemon nor is he related to one. However a few pages later he is uses the Pokemon move Drill Peck when chasing Blake as he escapes on his hover board. Why Chris bothered to contradict himself like that is never explained.
